When Refreshes Happen
Holly performs data refreshes on a quarterly basis by calendar year. Each quarter, Holly's data team reviews salary schedules,class specifications, and MOUs for all jurisdictions in the platform and updates any that have changed since the last refresh. Refreshes occur in:
January
April
July
October
The refresh process can take up to a month to complete. Not all jurisdictions publish updated salary schedules on the same timeline, so Holly monitors and refreshes data on a rolling basis as new data becomes publicly available. You do not need to request a refresh. Holly's team initiates this process proactively.
Refreshes are applied platform-wide. When Holly updates an agency's data, that update also applies for every client who uses that agency as a comparator. Holly is unable to postpone refreshes for individual jurisdictions.
What Gets Refreshed
Each quarterly refresh reviews:
Salary schedules — Holly checks whether the public salary schedule has been updated and, if so, re-scrapes, validates, and imports the new data.
Class specifications — Holly checks for edited class specs that have been made publicly available (e.g., updated in NeoGov). See below for how your in-progress work is protected.
MOUs — Holly checks for any publicly updated MOUs that have been uploaded to your external system.
If a comparator agency is also a Holly client, Holly will not reflect their class specs or salary schedules that have been edited or published within the Holly platform unless that agency has made that information publicly available. Holly uses external sources as the source of truth and attaches relevant source links wherever possible.
How Holly Handles Your Edits at Refresh
Holly is designed to be your organization's system of record for compensation data. The work your team does to edit, draft, review, and publish class specs is protected during a refresh — here's exactly how.
Class Specifications
What happens to your class specs at refresh depends on its current status in Holly and whether the incoming public data differs from the last imported version.

In short: if you've done any work on a spec (drafted, submitted for review, or published it), your version will not be overwritten during a refresh.
Agencies benchmarking against your specs will continue to see the publicly available version until you re-upload your updated spec to your external system.
You can always find information on when a spec was last imported/updated and where the information was pulled from in the “History” tab of a spec.
Salary Data
Salary data is updated for all class specs on each refresh, regardless of whether the published schedule has changed. If you've manually adjusted a salary figure in Holly, that figure will be replaced by the published rate at the next refresh.
Comparator Selections and Notes
Your selected comparators and any notes you've added are preserved. The underlying salary and spec data from comparator organizations updates as new public data becomes available.
While the class spec and salary data is updated for your peer agencies, the match score % is not. It will continue to reflect this match score % until you re-run it based on the latest class specs. For more information about match scores, check out Understanding Similarity Analysis.

Holly links every salary figure and class spec to its public source and effective date so you know where and when the information came from.
To find the salary source for a comparator class spec:
In a spec, click on the Market tab
Scroll down to Configure market benchmarks
Open a class name you’re interested in
Select Sources
Click View under the Salary column
What a Refresh Looks Like for You
Salary data updates automatically. If a comparator agency's pay scale has changed, the updated figures will flow through to your benchmarks on the Internal/Market tab of a class spec.
Your existing work stays intact. Your matched comparators and any in-progress analysis remain exactly as you left them. Holly does not automatically rerun comparator matching during a refresh, so nothing you've built will be overwritten.
